Here's a flaw, or we can call it a quirk. A *TV setting doesn't take effect until the next change of mode (including a soft reset) but it is still detected as the current TV setting, even when, as here, it's still "pending". So we can change to VFS after using TV 0,0 to turn the interlace on.
