I've always thought this is a little bit misleading - the screen displaying the RISC-OS version number is part of the Desktop language. It's the Desktop which is initialising here, not the operating system, which has been going full pelt since the VDU 7 bleep a few seconds before, if not earlier. If you don't start in the Desktop, you don't get this screen, but you're still running RISC-OS 3.
